This typically occurs when the notebook is in Table of Contents (TOC) view instead of content editing mode.

To add content:

• Open the left-hand sidebar.
• Switch from TOC to + Add Content.
• Once + Add Content is selected, you can add new sections, text, or other content to the notebook.
